My Hero Academia‘s season 7 finally debuted America’s strongest hero, Star and Stripe, along with her incredibly overpowered Quirk that will be tough to beat. The newest season of MHA begins with an epic confrontation between the number #1 hero from the United States, Cathleen Bate (Star and Stripe), and the hybrid between All For One and Shigaraki. Still, her Quirk New Order is so strong that even the series’ ultimate villain feared it.

Star and Stripe was a young girl rescued and inspired by All Might while he visited the United States during the events of the My Hero Academia: Two Heroes movie. Over the years, she became an imposing figure and arguably the My Hero Academia world’s number #1 hero with her Quirk called New Order.

The first episode of My Hero Academia season 7 started with a clash of titans with Star and Stripes against a newly awakened Shigaraki. Season 6 saw the already formidable foe gain the All For One Quirk and its vast repertoire of dangerous powers. Still, it may have met its match in episode #139 with the debut of the New Order Quirk and its ability to set rules for nearly anything in its vicinity.

America’s Number #1 Hero Makes Her Own Rules

Star and Stripe’s New Order Quirk Explained

New Order can set seemingly any two rules to anything Cathleen touches which includes the surrounding air, her own body, enemies, and even the nature of the Quirk itself. As displayed in MHA season 7’s first episode, she can use the power to do almost anything she can think of, like create a giant version of herself out of thin air and even reform laser attacks into a colossal staff. With such an ability, Star and Stripe may even surpass All Might as the My Hero Academia world’s true number one hero. Still, the over-powered ability isn’t without weaknesses.

During the anime episode featuring New Order’s debut, the fearsome Shigaraki attempts to figure out the limitations of the Quirk, which also serves as a helpful breakdown to the audiences of how it works. As he was getting battered by Cathleen’s Quirk, he was able to ascertain that New Order has limits as to how strong it can strengthen its user and attacks. It’s not invincible or all-powerful. The ability’s effects also must agree with both parties’ perspectives, which means she can affect inanimate objects like air much more straightforwardly than people.

MHA’s Anime Showcases New Order’s Strength & Weaknesses Beautifully

All For One feared Star and Stripe teaming up with Deku

New Order is one of MHA’s most powerful and arguably complex Quirks in the franchise. Thankfully, Studio Bone’s anime adaptation presented Star and Stripe’s ability in a dramatic fashion that made it even easier to understand. After its wielder spoke the rule out loud, feats like removing the air within a 100-meter range became possible. It can also be assumed that one consistent rule that Star and Stripe uses is to increase her durability and strength, but even those limits will be tested in the battle against the worldwide threat that Shigaraki has become.

Episode #139, “In the Nick of Time! A Big-Time Maverick from the West,” shows Star and Stripe over-powering Shigaraki and pinning him down. Physical contact was made, so Cathleen attempted to enforce the rule: “If Tomura Shigaraki moves…his heart will stop.” From her perspective, it would have been a winning rule; however, with Shigaraki recently fusing with All For One, even he was unsure of who exactly he was, so the rule did not work. With enough intelligence and the right combination of words, Star and Stripe could be unbeatable, but with a limited perspective, even one of the world’s greatest powers can lose.

New Order and Star and Stripe’s character is a clever and stinging commentary on the United States of America and its reputation for establishing its own rules. With such a power, it’s no wonder that Cathleen rose to such prominence and was so feared by One for All himself. Still, it’s a shame that more of the character and her incredibly creative Quirk were not showcased more in the My Hero Academia storyline.

With young Deku inheriting the “One-For-All” quirk, he will learn what it means to be a true hero while facing off with dastardly supervillains.
