One of the villains from Naruto‘s best movie could make his return in Boruto: Two Blue Vortex, and signs are pointing to this exciting development. While it is still premature to conclude that this character will be making his comeback, it is a very likely possibility given the context.
Released in December 2014, The Last: Naruto the Movie is one of the franchise’s best, as it not only treated fans to a much-needed romance between Naruto and Hinata but also gave one of the most epic fights yet.
However, the villain-turned-ally, Toneri Otsutsuki could be a key factor in the plot of Boruto: Two Blue Vortex, and given how the movie is canon to the franchise, this theory is made much more plausible. He has already appeared in Boruto: Naruto Next Generations, so it isn’t out of the question that he will also be present in its sequel.
Toneri Is The Key To Mastering The Jougan
The Otsutsuki is the only one who truly knows anything about the dojutsu
After being defeated by Naruto on the moon and the truth of Hamura’s will being revealed to him by Hinata, Toneri decides to stay on the moon and watch over the planet and protect it, as was his ancestor’s wish. His role as the guardian of Earth was proven when he met Boruto in his dream and forcefully awakened his Jougan, telling him he would save the world and become the light in a world of darkness. Unfortunately, Toneri was ambushed by Urashiki and sealed away for 10,000 years.
With Boruto: Two Blue Vortex‘s new villains overpowering Boruto and no one else who can challenge them besides him, Boruto will need a new power, and the Jougan seems to be the only plausible answer. The only person who knows anything about this mysterious dojutsu is Toneri, and only he can help him master it. Described as the star of hope against imminent destruction, Boruto’s visual powers will undoubtedly play a key role against Jura, and eventually Kawaki.

In both scenarios, there is a possibility that Boruto and Toneri could meet, and the mysteries of the Jougan will finally be revealed in Boruto: Two Blue Vortex.
