Doctor Who showrunner Russell T. Davies has confirmed more will be revealed about Mrs. Flood throughout the Fifteenth Doctor’s run in the show. During the Christmas special “The Church on Ruby Road,” the elderly woman is shown to be Ruby Sunday’s grouchy neighbor. However, a mid-credits scene shows her breaking the fourth wall, revealing she knows about the Doctor and the TARDIS.
Speaking on Doctor Who: Unleashed for the BBC, Davies explained more would be revealed about Mrs. Flood in Doctor Who season 14 and beyond. The showrunner teased her character as a “slow burn,” indicating it will be quite some time before her true purpose is revealed. Check out what Davies had to say below:

Who Could Mrs. Flood Actually Be?
Mrs. Flood is first shown in the Christmas special to be Ruby’s grouchy neighbor, seemingly knowing nothing about the sci-fi world of the Doctor. This appears to be backed up by her reaction to seeing the TARDIS, dropping her groceries when she sees it vanish before her eyes. However, these character traits appear to be a rouse, since her final scene reveals she knows exactly what’s going on, implying she’s seen it before.
It’s possible that Mrs. Flood is another Time Lord, despite the 60th anniversary specials indicating the Doctor is the final one to exist. She may also be connected to past villains like the Master or the Rani, possibly hatching a villainous plan that has yet to be revealed. However, given the little information surrounding her character, there is no clear explanation as to who she is and what her purpose is going to be.

Since Davies has referred to her character as one whose purpose will be revealed slowly over time, it doesn’t seem like a concrete explanation will be offered anytime soon. Mrs. Flood’s true purpose could be revealed as early as season 14, or perhaps much later in the Fifteenth Doctor’s career. No matter when she becomes relevant to the story again, Doctor Who now has a key mystery to explore throughout its newest run.
