If she is used as a sub-DPS, the best Artifact set is Golden Troupe. These equipments will increase the DMG of her Elemental Skill creations by a total of 45% when there are four pieces. When she is not on the field, the DMG is increased by an extra 25%, making it a perfect match for her off-field sub-DPS status.

If your goal is to transform Furina into a fully dedicated healer, then it is best if you give her all four pieces of the Ocean-Hued Clam Artifact set. With two pieces, she will see a 15% bonus to her healing, and, with four pieces, she will start dealing damage while healing.
