Judy Garrick, the Flash’s long-lost daughter, has found herself the centerpiece of a decades-old DC conspiracy. Jay Garrick: The Flash has updated the venerable character, revealing more about his daughter Judy, as well as a sinister conspiracy involving a once-benevolent institution. In issue six, fans learn that Judy, and her fantastic powers, were a key part of Doctor Elemental’s plans for the human race.
Jay Garrick: The Flash #6 is written by Jeremy Adams and drawn by Diego Olortegui. Doctor Elemental, the secret founder of STAR Labs, has kidnapped Judy Garrick. He intends to use her as a battery to power a device that will duplicate the hard water accident that gave Jay Garrick his powers. Doctor Elemental activates the device.
Around the world, various STAR Labs facilities hum to life, collecting the energy Judy is generating.
Her father is successful in freeing her, and together, they stop Doctor Elemental’s scheme.

What Other Heroic Bloodlines Has STAR Labs Manipulated?
STAR Labs was once a highly-regarded institution in the DC Universe, but shocking revelations about it have recently come to light. STAR Labs is home to an extensive amount of research on super-powered individuals, and it is at the cutting edge of such work. However, Jay Garrick: The Flash has revealed STAR Labs has a rotten foundation, as one of its founders, Professor Hughes, was using it as a front to harvest meta human genetic information. Hughes saw himself as the forerunner of, as he puts it in this issue, “a new Golden Age.”
Hughes would rechristen himself “Doctor Elemental,” and make not only Judy Garrick, but her entire family, central to his new Golden Age. It was revealed in previous issues of Jay Garrick: The Flash that Hughes had manipulated Garrick, causing the accident that gave him his speedster powers. He tried something similar with Joan, Jay’s wife, but failed. However, thanks to Doctor Elemental, Joan has a prolonged life span. Hughes’ manipulations of Garrick and his bloodline almost certainly means he has tried with others as well. Hughes’ access to STAR’s vast storehouses of information is a scary prospect.

Despite Jay and Judy’s best efforts, Doctor Elemental manages to escape, and at the end of the issue, a shadowy figure makes him a mysterious proposition. Nothing else is said about it, but whoever approached Doctor Elemental could potentially gain access to decades worth of genetic research on the Flash and other DC metahumans too. This information would be valuable to many in the DC Universe, including Amanda Waller. Waller will be front and center in DC’s plans for 2024, and Doctor Elemental’s conspiracy involving the Flash’s daughter could be key to her plans too.
