There have already been a few different live-action interpretations of Supergirl, so the DCU will likely want to do something a little different.

Whether the movie goes pants or skirt, it would probably be best to avoid going for the bodysuit option. Though it can work in comics, it would be hard to pull off on a real person without exposing her too much.

The Supergirl CW series had Kara in both pants and a skirt, and both looks worked well. Wonder Woman also managed to pull off a skirt look for Diana without making it feel overly sexualized. As long as the movie keeps things practical and non-exploitative, then either option should be fine.
